A structured approach to climate-smart agriculture across Europe
Originally promoted by the United Nations and international organisations as a strategic framework for transforming food systems under climate pressure, Climate-Smart Agriculture (CSA) is a recognised approach for achieving sustainable and resilient agricultural development.
Although CSA is not formally embedded as a standalone concept within the current European Union policy framework, its core principles strongly align with the objectives of the European Green Deal, the Common Agricultural Policy (CAP), the Farm to Fork Strategy, climate neutrality targets, and the United Nations Sustainable Development Goals (SDGs). In particular, CSA offers an integrated policy approach capable of balancing environmental sustainability, economic viability, territorial resilience, and social fairness across European agri-food systems.

At the heart of Climate-Smart Agriculture are three interconnected pillars:
Productivity
Sustainably improving agricultural productivity, food security, farm viability, and rural livelihoods.
Adaptation
Strengthening the resilience of farming systems, territories, and value chains to climate variability and extreme events.
Mitigation
Reducing greenhouse gas emissions while promoting carbon sequestration, resource efficiency, and sustainable land management.
The strength of the CSA approach lies in its capacity to identify synergies and manage trade-offs between these three dimensions while supporting long-term transitions towards resilient and sustainable food systems.
The BEATLES CSA Policy Toolkit translates this conceptual framework into operational guidance for European policymakers, Managing Authorities, and public administrations. Through a practical suite of policy tools, recommendations, and evidence from real territorial experiences, the Toolkit supports the design, implementation, and monitoring of policies that accelerate Climate-Smart Agriculture transitions across Europe.
Grounded in behavioural evidence, fairness principles, and territorial realities, the Toolkit helps policymakers move from strategic ambition to actionable implementation pathways aligned with the future CAP and National and Regional Partnership Plans (NRPPs).
